 Serial CommsWindows Std Serial Comm Lib for delphi appears fairly good but it is overpriced and no better than AsyncFree, which costs nothing

Unlike some serial port libraries, WSC runs on everything from Win95 through Vista. The WSC library can be used with any Win16 or Win32 language that is capable of calling the Windows API directly; C/C++/C#, VB, VB.NET, VBA applications, PowerBASIC, Delphi, Delphi.NET, Visual FoxPro, Visual dBase, Xbase++, Fortran & COBOL, among others.
